The initial policy i would put in place can be described as reduction of hours designed for the vegetation to run. As I mentioned above, the 1st policy might force the company to find a better way to produce power without the dangers of the externalities wrecking the air. The corporation will need to work at a particular level to produce power, therefore they would have zero other decision but to find a way to reduce exhausts. With the second policy might only work if there are fines linked to using more than the allotted quantity of chemical compounds that cause pollution.
